You do the same work in both scenarios but the power exerted is different. Since on a ramp the work is done over a longer distance the force you have to exert is decreased. Therefore, it "seems" to be easier to push a box up a ramp rather than lift it up.
The load in a full truck is mainly higher than the centre of gravity (COG) of the empty truck. As a result the COG of a full truck is higher. It is this than makes it easier to tip.
