More "VOLUME" flowing from the tub spout then the shower head as the shower head has a flow restrictor

You probably need new gaskets in your faucet.
Claw-foot showers have a bathtub with a raised faucet head. The curtains that cover the person taking a shower can go around the entire bathtub and can fully rotate.
The system may need a rebuild. depending on the brand, the faucet can have the internal ball and gaskets replaced to stop the leak.
The tub spout diverter,is just worn out.Go to your plumbing or hardware store and buy another with the same installation properties.(You may want to remove the old one to see how it was installed)
Proably the faucet has a worn out washer, replacing the washer should fix the problem.
It all depends what faucet is running if it is a kitchen or lavatory faucet it would be roughly 3 gallons if it was a tub and shower faucet it would roughly 15 gallons

Remove the shower head and clean out anything that might be blocking it, such as hair or debris. Replace the shower head and turn on the water; the water should be running.
A full bath is a bathroom with a toilet and bathtub/shower. A half bath is either a bathroom with only a toilet, or a bathroom with only a bathtub/shower. A full bath doesn't require a bathtub and a shower.
Turn main water supply off in your basement. Adjust or replace shower shut off knob.
