Because you have a small engine. Just like my engine. Just kidding. There is a chance that your catalytic converter could be plugged. I would get it checked out ASAP.

There may be a place near the gear shift to insert a screwdriver and 'unlock' the gears manually. Possibly a blown fuse created the problem.

You can find a shift solenoid diagram and pulse generator for your 1999 Hyundai and most Hyundai dealerships. Many auto-parts stores will also have the diagram.
Try replacing the transmission sensor/cable it is $35.The signal that tells the computer to turn OD back on is probably not making it to the transmission.
The transmission is operated by a combination of mechanical and electrical controls. Check the fluid for a burnt look or smell. Make sure that the fluid level is full. Check the vehicles computer codes for a possible problem.

When has the filter and fluid been changed last with genuwine Hyundai atf fluid? any other fluid will shorten the life of the transmission... its more than likely a bad shift sensor since its electronically controlled. This morning I had the same problem on my 1995 Accent as i hadn't driven it in a couple days. However when I drove my car again later today, i let the car warm up for a bit, and when i shifted into reverse i waited for the gear to kick in and after driving again was able to use all gears and overdrive.
Your truck may not shift gears because the transmission sensor is damaged or broken. It also may not shift gears because the transmission or linkage is damaged.
