It has to do with what goes on at the cellular and molecular level. In order for Cells to function, they need ATP, which is energy produced by the mitochondria.

In order to produce ATP, the cell needs oxygen, carbon, and hydrogen. Two of those elements needed are Hydrogen and Oxygen, both found in Water.

So basically, water is a convenient place to get Hydrogen and Oxygen, which are needed for cells to produce ATP. If there were some other place to easily acquire those elements way back when cells first started evolving, perhaps we wouldn't need water, or perhaps ATP would be be made differently or wouldn't exist at all. I dunno
