That is normally due to a "vacuum leak", all those little black rubber hoses do actually do something :-). Many of them contain "engine vacuum", and this vacuum is used for many diferent purposes. So, when a hose is disconnected, or cracked, it can cause a whistle noise. Get a can of "brake clean" from an auto parts store ( its cheap, 2-5 bucks), open your hood with the engine running, and start spraying the aerosol brake clean by the various hoses, if you get an engine surge, or the car shuts off, you've located your leak

More information needed. One can only assume that the motor is running with the car in neutral but is the car stationary or moving down the road? If you are revving the motor and have a CAI, you will get a whistling noise either all the time or sometimes. This is completely normal. It happens with SRI but is usually muffled under the hood.
A bad compressor belt can cause a whistling noise while running the air conditioner. A bad engine can also cause this noise.
