The radiator is prone to restriction and clogging at around 60,000 miles and beyond if the vehicle is mainly city driven . My 2003 Neon overheated multiple times after driving on the highway for approximately 20-30 miles.
The cooling fans were operational and the thermostat was brand new.
I removed the radiator, inspected the core, and found it to be partially clogged with long life coolant residue. I replaced the radiator and the engine now operates in the the proper temperture range.
On ocassion the water pumps on Neons are also known to fail in a manner where there is not enough coolant flow to properly cool the engine. Usually
the heater will not generate consistent heat when this issue is present.

if the fan is not working it will over heat ur car and possibly blow a head gasket but the fan should not come on all the time . it will hit a temp. and then kick the fans on.

A 2000 Dodge Neon will run but not accelerate over 15 mph if the transmission governor is stuck, it is not receiving enough fuel, or the ignition timing is substantially off. Hooking an OBDII code reader to vehicle will help narrow down the cause.
it might have a sticking thermostat.
You risk breaking the bolts, or crushing the gasket to the point where it will not seal.
Check the sway bar links and bushings
if you're looking for a drain plug, most cars these days don't have one . you need to drop the oil pan to drain the fluid.Drop one corner first that way you don't get fluid all over the place.
If the fabric is separating from the headliner, you will have to go to an upholstery shop , and have a new one installed .. the fabric is separating from the foam it was originally bonded to, you can't reattach it to the foam , because the foam has deteriorated form the heat over the years , and now hangs down over your head.
