Replaced fuel pressure regulator, idle air control, distributer, cap, rotar, has new plugs and wires, timing gears and gaskets,timed to specs runs like a top when idleing only when under load does it see like it can't breath yet there are no cats on it straight pipe from manifold. Parts listed above were replaced and ran like a top now not even a week after fixing it does this... >_< ... I thought it was timing but it appears not to be the issue

Assuming this engine has throttle body fuel injection, remove the air filter assembly and run the engine at idle. Notice the fuel spray coming from each fuel injector. They should have a nice smooth umbrella shaped spray coming from each injector. If not check the fuel pressure, should be 9-13 psi. If one is spraying nice and the other (or both) is pouring or dripping fuel, you may have dirty or faulty injectors.
In the rotating frame, it can be (though it doesn't have to be). In an inertial frame, no (though it can be uniform in magnitude).

No this is not normal. I have a supercharged mini and it is not sluggish at all. I don't know if the turbos are sluggish in first though. [EDIT] Other's have complained of this and I've noticed it myself as well, if you simply pop the clutch before giving it a little gas it will bog down a little. If you give it just a little gas before letting the clutch out you shouldn't have this problem and if you do then there may actually be something wrong.
Acceleration is the a change in speed or direction. Once a vehicle reaches a point where it is maintaining its speed but no longer increasing (or decreasing) the acceleration is zero. Even though you may be moving rapidly it is at a constant speed.
