Why does my 94 f250 keep blowing the number 13 20A fuse under the hood?

It has done it twice in the last two weeks. both times were while i was driving with my lights on and it causes the motor to start miss firing then stall. I'm not even away what the fuse is for if you could help me out i would love it. Thanks!
