it has a high torque on the first gear plus the first gear is set toward accelerationmor than getting a high speed

There isn't a governor. There is a REV limiter that cuts fuel pressure back at a preset speed. You would have to reprogram the computer to override it.
change the TPS sensor, (throttle position sensor).
I cant believe all the numpties on here who answer questions with questions, if you dont know the answer dont bother. Telling somene a cold engine will rev high is not the answer, anyone who drives knows the difference between starting and driving a car with a fault when cold to a normal car with no fault !
The rev limiter is set to activate in park @ 4000 rpm. In R D or neutral the rev limiter is set at 6500 rpm.
A vacuum leak or a dirty or defective Idle Air Control Valve will cause an unstable idle. jd
Carburetor manufacturer's (especially Holley) are very good at helping their customers select the correct carb for a particular application. Depending on how the 305 is to be used, a 600 cfm is probably about right unless you intend to routinely rev it over 7000 rpm.
There could be a fouled out spark plug that would cause this. However the carburetor is the most common issue with these symptoms.
it sounds like clutch problems to me. i have an automatic that does that to me on really cold days
Rev limiters prevent damage to the engine caused by high revs.

They rev out to around 9500, give or take a little bit depending on the car
