When held in the optical horn position all bulbs are lit up. In normal mode the high and low are different bulbs and only lit up one set at a time.

put the parking brake on the first click. it wont engage the brake but will turn of the lights but if you have a stock radio it will start beeping at you as soon as you hit about 10mph
On the same switch you use to turn on the headlights, there is a dome override button that you press and then you can play with the dash lights to make them brighter. This should turn the light off.
Most headlights are not fused they are wired direct thru the headlight switch... Is your switch bad??
