are you sure you're not stupid?
The needle drops to allow fuel into the float bowl and rises against the seat to shut off the fuel from entering the float chamber.
Normally if you blower will not shut off, you have a bad resistor or relay...most likely the relay...
If the fan runs with the HVAC panel shut off, the blower resistor power module has failed.
Have your blower motor resistor or blower motor checked out
faulty blower module. Under hood not far from blower motor
Ifit has the c68 option (auto air) check the blower control module under the hood
Not sure what a fuel shut off valve is on a 2000 Lesabre. There is a fuel pump relay, a fuel pressure regulator, a fuel pump, fuel injectors, a fuel filter, but no fuel shut off valve.

there is a basic relay under the hood for your fuel pump. They do not have a fuel shut off
Blower resistor has failed. It is located behind the glove box.
It is a switch designed to shut down the fuel in the event of collision.
The blower control module is defective.
