On cell phones the charger is built in, you just supply power. If the internal charger is defective, you probably need a new cell phone. One of the disadvantages of having everything made by unskilled low cost labor is it's now unrepairable - I sure wish that was part of the calculation when buying, but most people only look at purchase price, not lifetime cost. Assuming your charger is OK, your battery is probably 2-3 years old. Lithium batteries age in a means that can be thought of as "rusting". Cells lose ability to charge over time, rather than number of charges. Capacity declines every day until eventually you notice. You can charge it more often or replace the battery, there is no fix, Unfortunately, lithium cells also aren't easily recycled. It's cheaper to make a new battery than reprocess "corroded" batteries. This was about to become a worldwide cost crisis until they found huge lithium salt deposits in Afghanistan in the late 1990s. Once those are brought online, we have sufficient supply to avoid recycling for another decade.

It's old, broken, your charger is not working properly. You are not leaving it long enough on charge. The charging voltage is incorrect. The charger is incorrect are some reasons.

Its a personal/financial decision, for what is best for you.
