In my experience, most electric fans come on when the coolant temp sensor signals the computer to start cooling when the car has run up to temperature. Another factor is the fan relay/fan relay control module. I think just the fan clutch type start up with the engine.

There are many. Start buy draining by removing the plastic shield under the car behind the bumper. you then have to remove the bumper cover and loosen the front of the bumper assembly. There are an unlimited number of ways you could make a mini generator. You could use fan power for example.
Mabye if you cleaned the fan out it might start to work again or the wires aren't connected.
It the A/C is on the fan will run continuously. Turn the A/C off and if the fan still comes on as soon as you turn the ignition on, the thermal relay may be stuck closed.
