In my experience, most electric fans come on when the coolant temp sensor signals the computer to start cooling when the car has run up to temperature. Another factor is the fan relay/fan relay control module. I think just the fan clutch type start up with the engine.
I have a 92 e-150 conversion van and the cooling fan is driven by a serpentine belt. The fan blade should rotate freely because the fan is mounted on a clutch hub filled with liquid and will start the blades rotating once the engine has started.

The original equipment for this engine was a clutch-type mechanical cooling fan and not an electrical one. In 1998 the 5.9 L engine with the Max cooling package had an electric fan and of course your Jeep may have been retrofitted at some point with an electric fan but the specific year and engine you mention came with the manual fan.

Im not entirely sure what you mean by launching it, you mean from a trailer? if so then no, a boat should never be started when it is out of water unless you really know what you are doing, 85% of boats need the lake/river/sea water for cooling the engine. there are some boats that have a closed cooling system that can handle the cooling for a small amount of time but it will eventually need lakewater.

on the 2002 model, open the hood, and on the left side of the engine, there should be a black box, above and to the left of the radiator cap, remove the black box cover with your hands, and you should be able to access the engine fuse box. I think there are three (3) different relays in there that operate your cooling fans.
