If the carb were blocked it wouldn't go at all. It could be a whole host of reasons, you don't have enough of a description.
Drive slower, and when speeding up go slower, so you don't spin out of control.
Cut your speed in half.
You should drive with caution (slower speed) and with your LOW BEAMS on.
it is safe to drive slower because you could get in a car accident if you drive really fast
reduced visibility and you don't want to outrun your headlights
Turn on your headlights and your wipers drive a bit slower than when in good weather
If the 'c' drive is blocked, you can't access program files

Distances are harder to judge, general visibility is lower. Hazards are harder to see so a slower speed allows you more time to deal with any incident
I don't think it should be blocked it is a social network and can be useful. I know some one who had a video on a flash drive that couldn't play on the computer however it was on facebook but couldn't be accessed because facebook was blocked.
Elderly people tend to drive slower because they have less faith in their physical abilities. Their reflexes are slower, their vision and hearing are less acute, and they compensate by going slower in the hope that they will avoid accidents. Unfortunately, a very few insist on driving so long after they should have given up a license that they actually become hazards themselves.
