Do you wear leotards or other spandex clothing on those parts a lot? I find that pantyhose or tights makes the skin on my legs tender and some of my long-sleeved stretchy blouses make the skin on my arms tender. It's not all the time though, unless I'm wearing this stuff everyday. That's why being a professional dancer or some other profession where you wear spandex all the time might cause this problem.
