if its fuel injected and u ran it on empty itll do that or ur floater is screwed up
your fuel sending unit needs replaced or the wiring is fried, probably at the pigtail at the tank. the gas tank has to come out. be sure to manually check the new unit before installing it so you don't have to pull the tank again. just plug it in, move the arm by hand while a buddy watches the gage move
How to read check engine codes on a 1999 chev 1500 suburban.
no power at the sending unit.

Running the vehicle with a partially clogged fuel filter. Continuously running it with the tank almost empty.
13.9 to 14.3 VOLTS with engine running.
Sounds like the transfer pump in the rear tank is bad and you are running out of fuel in the front tank. The fuel gauge reads both tanks and gives you an average between the two. So, if the front tank is empty and the rear tank is full the gauge will read aprox a half tank.
