The wheel or pulley that is not turning is locked up and will have to be replaced. If it is a component such as the air conditioner compressor, or water pump, alternator , etc. then that component will have to be replaced. do not operate the engine while this component is locked up or you will destroy the engine

must find the belt tension rotator and then either lossen it or use a crow bar to move tension arm . install the serpintine belt and at the same time the tension arm must move to alow the belt to set right on all pullies. it should be obvious as to how the belt goes and the arm,,,once motivated to move up ...to tighten the belt once the install of the belt is done.

Yea dude you should be able to fit them on no problem because i have a 1999 century with 20's on it. If you go onto a website (like discounttire.com) you can type in your vechile type and they will show you what type of wheels can fit your car so you can be 100% sure.
i am assuming, by drive belt,that you mean serpentine belt on engine.if this i correct, you need to also check the belt tensioner for bearing wear. this can only be done when belt is removed.check all other pulley wheels to make sure belt is running straight on them apart from that , there is not much else that can go wrong with em

Use an 18mm wrench and place it on the belt tensioner pulley bolt. - The bolt has reverse threading so it will tighten as you apply counterclockwise force. Pull the wrench back towards the passenger compartment with your left hand (It takes some strength but it can be done). Then pulll off the belt from above the alternator. Careful not to let go for it'll ruin your day. Follow the schematic located on the front left of the car as you replace the everwinding belt. Once everything is aligned pull back on the tensioner once more as you finally engage the belt on the alternator. You're done.
