Because an Oxygen atom O doesn't normally occur in nature. Oxygen (what we breath) is a combination of two oxygen elements atoms, i.e. O2, hence its classification as a diatomic molecule ('di' meaning 'two').

This is due to the bonding capability of its outer electrons. Elemental Oxygen is HIGHLY corrosive due its high affinity to form oxidative bonds, and is a great concern in astronautics.

The Space Station and other orbiting devices must take steps to protect against elemental Oxygen.

It is a double bond because oxygen molecules have 2 bonding electrons along with 2 pairs of 2 already bonded electrons. each bond can only consist of 2 electrons. When 2 oxygen molecules come together the available electrons in each molecule combined forming 2 separate bonds or a double bond

Because if you make the MO diagram of Oxygen, its gonna have 4 electrons in the 2pi bond orbit and 2 electrons in the 2 sigma bond orbit. There's also gonna be 2 electrons in the 2pi antibonding. bond order= (bonding electrons - antibonding electrons) / 2. ((4+2)-2) / 2= 2.

Not all oxygen to oxygen bonds are doble bonds, take hydrogen peroxide as an example. The remainder of this answer is assuming you're referring to just double bonds. The two oxygen atoms share two pairs of electrons. A single covalent bond occurs when two atoms share one pair of electrons. A double covalent bond occurs when two atoms share two pairs of electrons, like the two oxygen atoms in a molecule of oxygen, and a triple covalent bond occurs when two atoms share three pairs of electrons.
