According to a law, the orbital with lower n+l value fills first. So 4S has lower energy

i.e. lower n+l value (4) than 3D (5).

So the elements after 3P^6 move to the 4th Periodic Table .

In theory, there could be more; but scientists haven't synthesized elements that high yet.

Each horizontal row represents how many electron shells a given atom has; hydrogen and helium, in the top row, have only one shell; while elements 87 (francium) through 118 (ununoctium) have seven shells. If and when element 119 is formed, it will be the first element to sit in the eighth row of the periodic table.

The 4s orbitals have (slightly) lower energy than the 3d orbitals, so the periodic table jumps to period 4 after the 3p orbitals are filled.

How many elements can the 3rd shell hold?

The 3rd shell can contain 18 electrons. The elements that have a 3rd shell as the outer shell are the the elements in period 3, where the 3s and 3p orbitals are filled to a maximum of 8 electrons. The 3d orbitals are filled in the 4th period in the transition elements.
