All I know is that blue eyeshadow brings out brown eyes and purple brings out green eyes!
Neutral colours suit every person - whatever colour skin, whatever colour eyes. But it soudns like purple or green might go good as an eyeshadow on people with blue eyes and fair skin.
I have brown eyes too and alot of the time i go a alittle darker like a dark brown or a gold or purple

Lucky for you, brown eyes look best in the most eyeshadow colours. But specifically, what looks the best on brown eyes is gold, green, and purple. On an everyday basis, I would recommend the gold. The best gold to wear is an antique gold, meaning one that has a green tone to it. I have one and I get the most complements on my actual eyes, not just my eyeshadow, when I wear it. I would recommend looking for a sensitive skin eyeshadow. Most eyeshadows these days have harsh chemical, dyes, etc. That can irritate your eyes. Get a couple different brands, see which ones are more comfortable to use and which ones dont make you break out or anything :) But yes, it is ok to wear eyeshadow when you have sensitive skin

Never match your makeup to your clothes!!! Use colours that complement your eyes. Green's complementary colour is red, but you shouldn't wear red eyeshadow. You should wear gold that is a little bit coppery, because it has some red to it, or a red toned purple. Purple is a surprisingly easy colour to wear on the eyes and I kid you not, it looks absolutely stunning. Purple also complements your brown hair, so that's good too. Hope this helps!
It all depends on what color you would like to stand out. If you want more blueish eyes I would say a blue eyeliner and a brown shadow with mascara. If you want green eyes I would say grey eyeliner with purple or pink eyeshadow. If you want them to be gray (which I don't understand why) you would probably chose all black everything... lol.
Yes. Theatrical make-up such as MAC, MakeUpForever, etc. have red powders you can use as eyeshadow. The reason that you don't see it that often is MANY people are allergic to red pigment, especially around the eyes! Also, red around the eyes looks terrible- like you are sick or have been crying. But if that's the look you want- Go for it! Just remove if the color starts to irritate your eyes. Good Luck!
