Romeo decides to go to the feast because he hears that Rosaline, the woman he is infatuated with, will be there. He hopes to see her and perhaps win her favor.

No Montagues were invited, including Romeo. Mercutio was invited, but he's not a Montague.
Romeo and Benvolio decide that even though they are Montague's they will attend the Capulet ball because Romeo wants to see Rosaline whom he believes he is in love with.

Romeo is lovesick for Rosaline, who has vowed to remain chaste. Romeo's cousin Benvolio suggests that they sneak into the Capulet's feast so that Romeo can get his mind off of Rosaline. When Romeo and Benvolio crashed the party Romeo met Juliet and they fell madly in love with each other. The place they meet is at a feast in Capulet's house.
Romeo got invited to the party through a servant who was handing out the invitations on the streets. Romeo happened to come across the servant and the servant mistakenly asked Romeo to read the invitation list, leading to Romeo being invited to the party.

This is a rewrite indeed: in Shakespeare's play there were no guests at all at Romeo and Juliet's wedding. Before deciding where they are going to park their derrieres, you might want to decide who might be invited to this event.
