You need to check and/or replace the heater core
Since steam is water evaporating, water that becomes steam may not be clean. So, when the steam goes thru, some of the dirt may come off along with the steam when the steam becomes water.Creating deposits in the steam vents.
The smoke you see may be moisture/steam. The heater core is probably leaking engine coolant. If the "smoke" has a sweet smell to it, it's engine coolant. More info about the vehicle such as model and year would help.

could be a leaking heater core ( Steam ) . Depends on WHAT KIND OF SMOKE. Is it steam or smoke. Smoke like something burning could be oil. electrical, etc
The heater core has failed.
The heater blower may not be working properly. Without the heater blower working, the air will not come through the vents.
The possible explanation for the smell may be that the heater core in the vehicle has a slight leak, therefore the smell of evaporating antifreeze will come through the vents until it is all dried up. Solution is to take the car to a garage and get the heater core replaced.
