The steering wheel in your 1996 may be hard to turn because you are low on power steering fluid. You can add some on your own and your steering wheel will not be hard to turn.
check the power steering fluid level and the power steering belt
If an electric window on a Toyota MR2 goes down, but will not go back up, it has probably slipped off the track. There is a cable mechanism that operates the window. The door panel will have to be removed to repair the cable, or put in a new track.
It depends on a combination of rim and tire size. I would not go above a 17" myself.
Yes but 8" is about as wide as you want to go, as at full lock you still get a small amount of rubbing on the inner wheel arc covers by the inside edge of the tyre, even with spacers. At the moment I have 18x8" rims and that's about as big as you would want to go on the MR2.

There are a number of online sites that you could purchase a Toyota MR2 from. If you are confident in your knowledge of cars you could use eBay, however this runs the risk that you have little comeback if there is a problem with the car after purchase and the seller might be located some distance from you. A slightly safer option would be to use the website of a car dealership physically located close to your house. This would allow you to go there if there were any problems.
Does it go into gear with the engine off? If so, I'd be suspicious of the clutch adjustment.
The port should be under the steering wheel at very end of the plastic shield.
Is the steering wheel turned hard against the lock? Try moving the steering wheel back and forth hard at same time turn key.
