Most bulletproof vest offer protection from small arms (pistol) bullets, and shotgun pellets. Since armies typically use RIFLES, the weight of a bulletproof vest that can stop a rifle bullet is very heavy. Typically, these vests will have a large plate (ballistic steel or ceramic) that covers vital organs in front, and another plate that covers vital areas in back. Some also have plates for the left & right sides. These plates weigh 10-20 pounds each. It would be impractical for a soldier to wear all of this extra weight (in addition to their typically burden). Even if a soldier were to wear a bulletproof vest that protected their thoracic & abdominal organs, they could still be shot next to these plate, or in the neck/head. Weighing the pros & cons of wearing such heavy armor, most would prefer wearing lighter armor that protects against small arm & shrapnel, instead of the very heavy armor that still only protects a small area of the body.

Most tactical vests have flak inserts inside them. Usually they have Velcro pockets where these inserts can be removed from. After you get the inserts out most can be washed in a machine. Just be sure to use the cold setting and something like oxyclean on the really nasty parts.
