For security measures. Whether others like it or not, the United States military bases in other countries are not only for the U.S's protection, but also for the protection of the countries around the base. Basically, the whole world.

It also allows military troops to have a fast response to attacks made by enemies, and allows the C.I.A. to gain knowledge of things happening in other countries directly from its own employers.
