The US Military sees several other nations as threats to its existence and freedom; if history is considered, some would say this was fair enough at a few different times in the past. But in modern times, this has turned out untrue. Most nations on Earth have given up their grudges against the US, and are pursuing the idea of "can't beat them, join them". Basically, it doesn't need a strong military any more than anyone else does. While the policy might be justified in "pre-emptive defense" and "deterrent", it is actually the policy itself that causes its own justification, and thus leads to the very problems it is supposed to prevent.
