With most laptops the usual problem is either the battery is not charged or the power circuit has saturated. the is a simple way to check this on most laptops. if you have a second battery you can switch them out if not, then try this. Pull out the battery and unplug the laptop; then open the laptop to gain access to the power button. Press and hold the power button for one full minute. Then put the battery back in and see if it will start up. This is a common power reset procedure for most laptops.
If there is clicking, that means the car has power from the battery so the altenator and the battery are good. I would suggest that the starter is gone bad. It will eventually grind away to where there is no clicking.

A battery does not produce power, it just stores power. The alternator produces the DC voltage the battery stores. As the power is taken from the battery it is replenished by the alternator.
