In addition, the iPad often stores other information on the device (Application Preferences, logs, etc.) that take up space.
When your iPad is plugged into your computer, open iTunes. Under devices, it will say iPad or (name)'s iPad. Towards the top of iTunes, it will say summary. At the bottom of that screen, it will say capacity. It will also show a report of how much of the space is being used and by what.
