Check your battery voltage with a voltmeter. Also check your battery grounds / battery connections for acid corrosion.
Fog lights are only accessable when headlights are on; once headlights are on, pull shaft/stalk out to turn on fog lights.
Check for a bad ground
For the 1999 Chevy Tahoe, automatic headlights are turned on by default. Turning them off requires opening the bezel on the dashboard and removing the light sensor.

on the same switch that turns your head lights on...you should see a little pull switch at the tip, when you turn on the headlights pull it out...it will not work unless the headlights are on

Most likely, the dash light dimmer is turned all the way down. That particular dimmer only comes into play when the headlights are turned on. Try turning it back up. did you find out what was wrong with the dashboard im having the same problem
On a 1999 GEO Tracker, a bad fuse can cause the headlights and dash lights to blink. A bad voltage regulator or alternator can also cause lights to blink and flicker.
make sure your brake bulbs are in right way round. There is offset poles on a stop/tail bulb so they go in correctly but they can be forced in wrong way round activating the brake light side instead of the sidelight.
