With the ignition key in "run" mode, turn fan switch on medium or high. Tap on motor housing to see if motor starts running. If it runs after tapping on it, you need a motor. If it doesn't run, or only works on 1 or 2 speeds, most likely the resistor assembly (also called a "blower module") will need to be replaced.

If it is the heater fan, there is a short in the wiring. If you mean the cooling fan on the radiator, it is normal with some vehicles.

there is a collant sensor at the right side of the engine near the return pipe to the radiator. I' not sure if it is the only one but I know it controls the radiator fan.
