You have to remove the center console and adjust the child safety switch or replace it. I just had the same problem and mine was just dirty and sticky works great now
Year, make,model, engine size & symptoms are always a help. Without that guesses are the best you can get. It may be the shifter interlock. There may be a shifter release button in the shifter area or some information in your owners manual. Possibly the brake pedal shift release that lets the shifter only move if the pedal has been depressed. If that's not a solution you're going to have to get into the release and see what the problem is.
If you can run the shifter down through the positions it may have broken loose at the transmission . If the shifter doesn't move at all it may be a problem in the steering column < unless it is a floor shifter >. If it is a floor shift model I'd start by checking the shifter release button to see if it is broken.

you remove shifter knob, key on, slighty pull back on lever and lightly rap top of shift lever with soft faced mallet, this will disengage park but you nstill have a problem with shifter or possible brake light switch
I have had the same problem with my '93 Impreza. The button on the automatic shifter will not depress to take it out of park. There is an override option in the owner's manual but I think the real problem is the brake light sensor. Ocassionaly, when I can actually get it out of park, you can hear a clicking noise when the brake petal is pressed, this is the shifter-lock releasing. It must be the sensor for the brake petal going bad.
IT IS BEHIND THE SHIFTER UNDER THE RADIO. YOU WILL HAVE TO REMOVE THE SHIFTER CONSOALE TO GAIN ACESS. IF YOU REMOVE THE RELAY COVER ON THE PASS. SIDE LEFT SIDE OF THE FLOOR BOARD. YOU WILL BE ABLE TO SEE IT BEHIND THE RELAYS.
May have to remove shifter to align "forks" in transmission Boot and shifter should unbolt from interior or vehicle
Whats the problem? cant help you unless you describe what its doing/not doing.
If the shifter will not come out of park, check the brake light fuse. The shifter release solenoid uses the brake light switch to unlock the shifter.
all i know is that most functions of the shifter are actuated by the brake pedal and until the brake is applied the shifter will not move
If you cannot move the shifter out of the park position then you have a problem with the shifter cable or the brake safety lock. If you can move the shifter to the drive position, and it doesnt go in gear then you are a few quarts low on transmission fluid
I have this same problem. A broken shifter box. I will repost a fix as soon asap.
