the Bureau of Land Management is not corralling all wild horses, but they periodically do a roundup/ infertility shots for the mares. Some of them they let go and some of them they keep to auction off. The reason why they do this is to keep the population of wild horses small so that the land they roam, and land nearby does not get destroyed by over eating vegetation or by being trampled.

In the United States, the Bureau of Land Management (BLM) is responsible for maintaining the wild horse population on federal lands in the western part of the country. The horses have reproduced too successfully, so the number of horses currently on federal lands is much higher than the number that can survive on the land. If the horses are not rounded up to reduce their number, they will either die of starvation or thirst or will migrate onto private property where they can cause massive amounts of damage.
