Christians believe that the Holy Spirit is the third Person of the Trinity. God the Father, and God the Son, and God the Holy Spirit. This would make the Holy Spirit a He. Through out Scripture the attributes of God and a real person are attributed to the Holy Spirit. The Holy Spirit is a He and not an it.
Catholics always baptized in the name of the Father, the Son, and the Holy Spirit. Right before Jesus ascended into heaven, He told the apostles to "Go therefore and make disciples of all nations, baptizing them in the name of the Father and of hte Son and of the Holy Spirit" (Matt 28:19). Because Jesus is part of the Trinity, by baptizing in this way we are also baptising in the name of Jesus. However, the rest of the Trinity must be included for it to be a valid baptism.

Confirmation is not necessary for salvation. It's purpose is to make Catholics "soldiers of Christ," ready to defend their Faith. The person confirmed receives the Holy Spirit and His graces.
