I had a similar problem and it was a faulty horn pad on the steering wheel. In my case, the horn would honk when I didn't press the pad (yeah, other drivers really liked that -and in the middle of the night, it was a nice wakeup from our closely attached garage). Other times, when Idid want to honk, the horn would either not work or it would "stick" and continue to honk. From your question, I gather that you press the pad to honk and then let off, but the horn continues to sound. If this is the case, my guess is a faulty horn pad that continues to make an electrical connection even after you take pressure off the pad. Since the horn pad may also contain vital airbag components, I suggest that you take it to reputable repair shop for a look.

if its not the alarm malfunctioning, there is a short circuit somewhere between the switch/battery/relay and the horn its self - youll have to find the short and insulate the wire or replace the switch.
Because the foam separator has deteriorated. Remove three screws from back side of horn, remove honk button and separate. you can the figure out what new material to use to replace the bad foam.
Although security systems vary, you will need to locate the receiver for your wireless transmitters (generally under one of the front seats on the floorboard) and see if a switch is available on the box to disable the horn. Refer to the manufacturer's website for your security system for more info.
