I had the same issue with my 93 Accord EX 4 dr sedan. I was told it was the Idle Control Valve (ICV) by one "mechanic" but when I asked another one whi had their own shop, he said the IACV (idle air control valve) fails or it doesn't. He added that the IACV rarely fails.
In my case, the coolant level was too low, which affected the FITV (fast-idle thermo valve). The FITV adjusts the idle based on engine temp.

Go to the mechanic down the blocc
Fast idle motor is not functioning properly.
On throttle body. It lets in extra air at idle when engine cold and throttle blade is closed.
Check your radiator is full
To check the transmission fluid on the 1995 Honda Accord, just let the vehicle idle for a few moments on level ground. Then remove the dipstick and wipe it clean. Insert the dipstick and remove it again. This will be the fluid level.

Honda Accord 1998-2002 model GEN 6 idle speed is control by internal computer. You need to bring it to the dealer to adjust this.
Could be your Idle air control valve.
