A failing wheel bearing is a likely cause.
check to see if the cam is turning. check coil by turning on and off the switch. have someone hold on to the big wire out of the coil.
My wife and I purchased a Sebring (1998) that had the same problem. We were told it is the chip in the key. The key needs to be replaced.
Could be a wheel bearing
There is a release solenoid that may occasionally lock up when the car is off. Turning the key to the 'on' position should free your safety belts.
