There are soooo many variables to this q & a. But the generic answer that I can give is this:
Dogs don't care about the sex of the other dog, if they have a problem with them it doesn't matter what genitals they have. So if the male or female or BOTH are unstable dogs that equals trouble. Not knowing if both of the dogs belong to you or just one there are a few solutions. Unfortunately as a professional dog trainer I can't give you a qualified answer without knowing the exact issue at hand. However, I do suggest talking to a local trainer to see if it's something they could help you with.
Just a few words of advice without having to know the situation:
BE THE BOSS, that doesn't mean be violent or be cruel or mean... this means be firm and follow through with your actions. Your dog needs DAILY exercise OUTSIDE the house... this doesn't mean throwing the ball in the back yard for 5 minutes or just leaving them outside to "exercise themselves". Take a good walk or hike with your dog, connect and make sure he/she knows that you are in control of the situations. If they don't KNOW that you are in control they will take control... i.e. putting another dog in it's place or challenging it.
