If the speedometer and the odometer are not working, I would suspect the VSS (vehicle speed sensor). If only the speedometer is not working I would suspect the instrument cluster has problems.
If the digital odometer is not displaying its readout or is working intermittently it is a common occurrence that there is a bad solder connection on the instrument cluster.When the digital odometer is not displaying its readout or the digital odometer displays intermittently this problem is frequently reported along with the vehicles tachometer not displaying any readout or working on an intermittent basis as well.The link below shows the steps to repair a bad solder joint on an instrument cluster. Check the fuse in the fuse box; Also check to see if your speedometer cable snapped, this will cause the odometer to stop working as well If your speedometer is still working and just the odometer has stopped, the most likely problem is a little plastic drive gear in the instrument cluster. This is the most common problem with many makes of cars. If you are handy you can buy a replacement gear on Ebay for a few dollars and replace it yourself. Otherwise take the vehicle to an instrument repair shop. This problem usually occurs if you reset your odometer while travelling, it breaks a tooth off the little gear.
If both the speedometer and odometer are not working I would suspect the VSS (Vehicle Speed Sensor) is at fault. If the speedometer doesn't work and the odometer does, I would suspect the instrument cluster is at fault.
My odometer stopped working about a month ago.
The odometer is held in with 3 screws to the instrument panel, and an electrical connector plugs into the circut board on the instrument panel, unplugs easily. Then the motor that drives the odometer can be unscrewed and taken off. We're going to get another one from another Buick at a junkyard and screw & plug it in, and hopefully it will start working. I took the instrument panel out of our 92 Buick Regal, (took off the bolts (really screws with bolt heads) for the top dash pad and pulled it out, very easy). Then the instrument panel can be unscrewed (4 screws/bolt heads) and easily pulled out, leave the transmission PNDD2L indicator attached, or 2 screws on the bottom of the instrument panel and it comes out, and took the face plates off the instrument panel to get at the odometer.
If the speedometer and odometer both quit I would blame the speed sensor. If only the speedometer quit I would blame the instrument cluster.

If the instrument cluster is just mechanical then you will need to pull it out and check that the gears and rod that connect to the odometer are working and still connected and if they are then you will need to have the cluster overhauled by a certified speedometer shop........
