there is no circulation possibly not enough coolant, stuck thermostat or failed pump

THAT MEANS THE RADIATOR IS GETTING HOT, Probably you mean Why isn't the radiator getting hot. could be becaused the thermostat isn't opening or the house to the radiator is disconnected or there is no coolant in the radiator,

The hot water heats the metal of the radiator, which heats the surrounding air. The warm air circles round the room.
Warm gases and warm fluids rise to the top. Same principle that makes hot air balloons fly.
I know that the top radiator hose on my 4.0 liter OHV gets hot when the engine thermostat opens allowing the engine coolant to flow through the radiator and the bottom return hose connects the radiator to the water pump should be cooler - sounds normal to me but I'm not a mechanic / technician
When the thermostat is open the coolant will flow through the top radiator hose in to the radiator and out to the water pump through the bottom radiator hose
Once the thermostat has opened, the hot coolant flows from the thermostat housing on the engine into the top of radiator and out the bottom of the radiator back into the water pump.
if the top hose is hot then the thermostat is opening
Look on top of the radiator and follow the hose from the radiator to the thermostat housing. Look on the bottom of the radiator and follow the hose up to bottom of the block.

what if my top radiator hose is very hot and the bottom hose is cold,would that be a bad water pump?
Remove the bottom radiator hose. Stick a hose in the top of the radiator. Turn the water on. Allow the water to run through the radiator and out the bottom of the radiator.
The radiator hose which I assume you mean although you write rad, is connected to the radiator. One on the top of the radiator and one on the bottom. the one on the top
