Why does the service engine light come on and the 2000 silverado hesitates until it is turned off and then back on but it only happens when it is wet outside and when it is dry the light turns off?

There are pages and pages of things that can cause a check engine light. You need to have it checked with a scantool. Then the code can be diagnosed and repaired.
