I think that is an example of the Bernoulli effect. However, there are other possible explanations. It's one of those "simple problems" that turn out to be not- so- simple.

Haha I doubt that there is any "official" answer for this but I would have to say that the wind caused by the falling water would cause the shower curtain to blow back and forth. Shower curtains are also made to stick to water so that they will stick to the bath tub so I guess if your legs are wet, it will stick to them too.

If water pressure is still too low with nozzle off check shut off valve and open valve more. Make sure main water shut off for your house is open enough to allow adequate water pressure.
