The problem could be caused by several things. Check the front end for worn ball joints or tie rod ends. Check the wheel bearings, front brakes, and make sure that the front tires are balanced and the lug nuts are tight.

Why would a car wobble at low speeds not the steering wheel but the car?

A bent, loose or unbalanced wheel. And, if there is no shaking in the steering wheel, then it is most likely from one, or both, of the rear wheels. Irregularity or bulge in a tyre also causes car shaking. I've has this problem once, and it was because the engine mounts needed to be replaced.

Why does steering wheel wobble not car but steering wheel when wheels are straight?

The steering joints and connections are worn and need replacing Actually, the most likely problem is the tires. They may just need balancing. Sometimes the belts in the tires separate which causes a wobble. high/low spots in tires also causes a wobble. A bent rim can cause a wobble. Excessive negative caster will cause a wobble (alignment issue). Steering joints (inner and outer tie rods will not cause a wobble)

Why low speed wobble in steering uneven road with wheel pulling to the right?

Could be alignment or air pressure causing pull. wobble is most likely tires out of balance.

How do you fix a shaking steering wheel?

You probably need to get your tires balanced. Or replaced. If the bias goes (steel belt breaks or shifts), the car will waddle at low speeds, and the steering wheel will shake at high speeds.

What could be the reason for a wobble or shimmy on the front end of a 2001 Ford Focus ZX3 at low speeds?

Only at low speeds, or worst at low speeds? Either way it's probably a bad front tire. Failing that, bad front wheel rim or front wheel rim not properly secured to the hub.
