The thermostat is probably stuck open, even when the engine is cold.
yes if the thermostat is stuck open the gauge will read low the water or antifreeze will flow straight through the engine and radiater if it is stuck closed it will over heat your car
The 1999 Cadillac normal coolant temperature gauge reading should be 180 degrees. A 195 degrees thermostat could be used, causing the temperature gauge to read 195.
Maybe you shoud check your thermostat.
Check your thermostat, if it is stuck open the coolant wont stay inside the engine long enough to warm up properly, or perhaps it has been removed completely some people do this when they have radiator trouble thinking it will help.

sounds like your temperature sensor unit if you have already checked the thermostat and the radiator and fans are ok
The 190 deg F. thermostat will give you an idle temperature in that area of 190 - 195 Deg as will be read from a scan tool. Your temperature gauge on the truck however should read at 210 for normal .... slightly higher when going up long hills under load. The Gauge has will read lower at normal operating temps if your thermostat is in the stuck open position and the thermostat must be replaced as these trucks do not get good mileage unless they are at 190 deg. For Canadians It should be at 100 deg C. Again I must say that all the gauges are controlled by the PCM and display the reading as dictated by the PCM. The PCM gives them incremental information based on complex algorythms developed at GM that give you BASIC information and is not degree accurate. The closest gauge is your Speedometer ....as you know that that would have a negative effecr on your wallet if it was the local Police had you on radar.
If you have it out you can drop it in a pot of boiling water and it should open up. If it is still in the vehicle and the vehicle has run for at least ten minutes or more, the temp gauge should read in the normal range (195 to 200 degrees)and you should have plenty of heat coming from the heater.

I believe they should run at abt. 200-210 with a 195 thermostat . It will also depend on what engine you have. 4.3 liters run on the gauge right at 200
Some gas gauges read overfull when you fill the gas tank because the needle goes past the full mark on the gauge. A bad sending unit,bad level sender, or stepping motor may be the cause of the gas gauge not working properly.
It probably calls for a 195 degree thermostat in that vehicle, so if the thermostat is the correct one and it is functioning properly, when fully warmed up the gauge should read around 195 degrees give or take a couple.
