The air conditioner will create extra heat. So if it's really hot to begin with turning on the AC will only make it harder on your cars cooling system. If you haven't had your coolant flushed/thermostat changed in a long time you might want to try that. Also make sure there are no obstructions in front of the radiator.
An air conditioner should not smell like smoke when turned on (or when turned off). I would have to suspect that the electrical insulation is burning.

What most likely is happening is the A/C compressor has gone bad and its not able to turn when it is switched on. The burning rubber smell is probably the belt sliding across the compressor pulley that's not turning.
1st option is that the air conditioner has ceased and is dead. There is no 2nd option.

The 1999 Saturn S-Series engine heats up the coolant, the thermostat valve opens and the coolant circulates between the radiator and the engine. Then the radiator fans turn on to cool it back down. The fans are also turned on when the air conditioner is turned on to aid in cooling the radiator and the air conditioner condensor.
you need to tighten your fan belt as it is moving and now slipping on the A/C pulley that you just turned on.
