The temperature doesn't decrease it stays the same while it is melting. Because temperature is heat which is Kinetic Energy (KE) so when the temperature changes the KE changes. A change of state like ice to water or water to steam or vice versa is a state change or a change in potential energy (PE). They both can'y change at the same time so when the ice is melting the PE is changing and the KE is staying the same. ultimately you can have ice at 0 degrees celsius and water at 0 degrees celsius. This happens if there is the same amount of heat added during the state change as before.
