Your timing chain may be worn to the point it is jumping a tooth and thus changing the timing. If you can hear the chain that is a good sign it is worn. I would inspect the timing chain.

If you hear any noise from the chain it needs replacing.
If the timing belt went as in broke/stopped working, I don't think your engine would start. The timing belt controls the camshafts which actuate the intake and exhaust valves. Neons have an interferance engine if the timing belt broke you possibly have bent valves and the engine will spin over very fast and you will have no compression. That's probably not what you want to hear though. Cross your fingers.
No it has a timing chain. The tenionsers do need attention if you hear a rattling sound from the front of the motor.

you can rotate the distributor cap until you hear that it is not idling rough any longer but you can only do that for a few degrees from where you8 start...otherwise you will have to pull the timing cover off of the front of the motor near the bottom ther timing chain connects your crank and your cam and you will have to rotate them until the arrows are aligned if you didnt pu8ll it off without making reference marks then you will just have to guess and see where the timing is supposed to be.
