either the shifter linkage is not fully engaged in park or the park lock is broke inside the transmission
moving the shift lever from park to drive or any other position with the engine off will not hurt anything in the transmission. in an older automatic trans by moving the shifter from park to drive the shifter is mechanically atatched to a lever which is attached to a manual valve inside the transmission. since the engine is off there is no pressure in the transmission so nothing happens. on a newer auto trans the shifter is attached to a lever which moves electrical contacts to do the same thing as the old mechanical trans lever.
If a 1994 Camry will not go into park, check the speed sensor on the transmission. Also check the transmission itself to see if there is damage inside.

There is a little pin in the transmission that locks the transmission gear to the engine. It is likely sheared off
cable from shifter to transmission is broken.
Idling in park, pull the trans dipstick and check the level.
EITHER NEEDS LINKAGE ADJUSTMENT OR TRANSMISSION OR MOTOR MOUNTS COLD HAVE SHIFTED.or wrecked.Or THE DETENT in the trans is sticking
Check the fuse for the brake lights. If that fuse is blown it will not come out of park.
You might need transmission fluid !?!?
Dry fill is 9 quarts, fill to the safe zone, idling in park.
Wiggle the key as you turn the key while in the ignition switch. My 1994 gets stuck about once a month.
Run the engine to operating temperature. Park the car on a level surface. Put the transmission in Park and then check the dipstick. If the level is only at the "Add" mark, add a pint of transmission fluid.
