Simple answer is, that in sometime in your cars life, the windshield was replaced, and the windshield didnt get sealed properly. Call a local glass replacement office, and ask then if they can reseal your windshield, and how much its going to cost. Should be more than 50 bucks.
Use a socket and ratchet set and locate the four mounts that are attached to the floor. They may have plastic covers over them to protect. They are usually held in place with a Phillips screw. Remove these with a Phillips screwdriver and take the bolts out holding the seat down.
reset swith is usually under floor mat high up under dashboard on driver side GM vehicles do not use inertia/reset switches.

Replace the seat. I just Replaced the Motors underneath the Driver's side seat, they are all connected to the rails which your seat moves on, they can also be removed from the seat itself. replace the whole unit with the rails. there are two bolts on the back of the seat holding it down and the front just slides right out of the slits in the floor of the car.
There is a lever on the driver side floor near to the door.
