Dead short in system
Try disconnecting:
Wiring to compressor
Wiring to blower motor to try to isolate where problem is
Blown bulb, bad connection, water in connection, try using di-electric gel it will keep moisture out, cut wire, that is all if it isnt blowing a fuse then both headlight will be out.

Find out why the fuse is blowing. You have a short or the circuit is overloaded.
Obviously, if any fuse keeps blowing there is a serious fault in that circuit.Take it somewhere they can fix it.
It is very common for the starter to be the cause of that fuse blowing.
Circuit is overloaded, short in wiring, or you are using too small a fuse. Use the correct size fuse and do not go too big or too small.
Wrong amp of fuse
A short.
Assuming the heater works fine, you have a short, probably in the AC compressor clutch.
for fuse to keep blowing, there is a short in the eletrical system somewhere. check the a/c switch and the a/c clutch
Fuel pump
A over current condition in that circuit.
